I know of a house in foreclosure in Kentucky. The owner has moved on and the bank now has possesion. I really want to purchase this home.

The house is not occupied and I'm afraid it will sit and the elements will take a toll on the house. It has been vacant now for 6 months. I have tried reaching out to the bank with no real answers. What questions should I be asking to get this moving? The owner has refused to offer any help. I can't understand why the band would let this house sit and ruin when they someone willing to purchase it right now as is. Any advice? Thank You!
